GRUB is needed for all machines that run Aimee OS. The Raspberry Pi firmware, of course, is only needed to run Aimee OS on a Raspberry Pi. Thus, the former should be listed in the global `build.packages` file, while the latter should be built only for projects targeting Raspberry Pis.
