prod: nut: Listen on IPv4 all-hosts 

For some reason, once _nut0_ was updated to Fedora CoreOS 40, clients
could not connect to `upsd` anymore, with any attempts returning
"connection refused."  It seems the that listening on the IPv6 all-hosts
address no longer includes IPv4.
